Playing as someone who had full mastery of Hokkaido - I used the Morgue spawn, brought in lockpicks and shuriken. Used the fire poker in the morgue to pacify the whole place, changed into the motorcyclist, killed the morgue doctor with a shuriken; then headed out to the walkway, climbed down into the office, took the safe contents; then ran out, found the director, beaned him with a shuriken, and ran to the escape. It was not well organized but it worked.

About the "woman making man noises" that is another wack ass glitch, it's still not on the level as that one guard you pacified in mendoza that was still talking as if he were awake
